Immigration, Refugees and Citizenship Canada (IRCC) has released updated instructions regarding the processing of study permit applications, specifically related to Provincial or Territorial Attestation Letters (PALs/TALs).
The new rules apply to applications received in 2026.
✅ Major Relief for Joint Program Students
Good News:
Students enrolled in joint programs now require only ONE PAL/TAL even if:
The program involves multiple Designated Learning Institutions (DLIs), or
The program requires study in more than one province or territory
🔎Previously, students needed separate PALs/TALs from each DLI and province.
🎓 Master’s & PhD Students Now Exempt (Public DLIs)
IRCC has officially implemented the previously announced exemption:
Master’s and doctoral students at publicly funded DLIs are exempt from PAL/TAL requirements.
IRCC confirms that master’s and PhD programs are considered the same level of study.
This is a positive development for postgraduate applicants.
🔄 Rules That Remain in Place
1-Restoration of Status
Students applying to restore their status must include a new PAL/TAL.
2-Visiting Students
Visiting and visiting graduate students still require a PAL/TAL.
3-Changing Program (Same DLI)
Students renewing a valid study permit to change programs:
Do NOT need a new PAL/TAL
Only if staying at the same DLI and same level of study.
Quebec-Specific Clarifications
The following Quebec vocational programs qualify for PAL/TAL exemption (secondary-level programs):
Diploma of Vocational Studies (DEP/DVS)
Attestation of Vocational Specialization (ASP/AVS)
Pre-Work Training Certificate (CFPT)
Training Certificate for a Semiskilled Trade (CFMS)
However:
CEGEP students in Quebec still require PALs/TALs.
Quebec students may meet the requirement through a CAQ issued by MIFI.
⚠ Important Compliance Reminder
Since January 22, 2024:
Most postsecondary study permit applicants must include a PAL/TAL.
Applications submitted without the required PAL/TAL will be returned without processing.
Fees will be refunded if the application is returned.
