IELTS Withdraws from UK Home Office English Test Tender Over Security Concerns

📌 IELTS Refuses to Bid for HOELT Contract

The English language testing system International English Language Testing System (IELTS) has announced that it will not participate in the tender for the UK’s new Home Office English Language Testing (HOELT) service.

IELTS raised serious concerns about the plan to make the test “fully remote”, meaning candidates could take the exam from any location instead of attending a secure test center.

The UK Home Office confirmed that it is moving forward with a “digital-by-default” English test system that will still aim to maintain strict standards required for UK immigration decisions.

However, IELTS believes that relying entirely on remote testing technology could create security and fraud risks, especially for high-stakes immigration exams.

IELTS stated that a fully remote exam system could allow test-takers to sit the exam in unsupervised environments, which may increase the chances of cheating or identity fraud.

According to IELTS officials, the most reliable testing method combines digital monitoring with in-person supervision at controlled testing centers.

They emphasized that quality, integrity, and security cannot be compromised, particularly because these tests are used for visa and immigration approvals.

English testing expert Michael Goodine commented that IELTS withdrawing from the tender makes sense if they believe the remote testing system cannot meet high security standards.

However, he also noted that other testing providers may still be able to develop secure remote testing solutions using different technologies.
