Japan has taken a bold step to strengthen its position in the global education race by allowing three leading universities to admit international students beyond their official enrollment caps starting April 2026.
🏫 Universities Granted Special Exemption
The new exemption applies to:
- Tohoku University
- University of Tsukuba
- Hiroshima University
A total of 11 faculties across these universities will benefit from the policy.
📚 Faculties & Academic Focus
The approved faculties include:
- Faculty of Science at Tohoku University
- Seven schools (including humanities and culture) at University of Tsukuba
- Three science-related faculties at Hiroshima University
These faculties can now increase international enrollment by up to 5% above their official caps.

Previously, Japanese universities faced penalties for exceeding enrollment limits, which discouraged them from aggressively recruiting international students.
Under the new system:
✔ Universities must maintain at least 90% enrollment rates
✔ They must demonstrate stable financial conditions
✔ Applications are screened by experts
Out of eight universities that applied, only three met the strict criteria showing Japan is balancing growth with quality control.
