Maryland Public Universities See Decline in International Student Enrollment Amid Visa Uncertainty

Maryland’s public universities are witnessing a significant decline in international student enrollment this year, highlighting the growing impact of visa uncertainties and shifting U.S. immigration policies. Decline in Numbers

Data from 11 public universities in Maryland shows international enrollment fell from 7,608 students in Fall 2024 to 7,159 in Fall 2025. Eight universities reported losses totaling 569 students, while three institutions added 120 students overall.

  • University of Maryland, College Park: Lost nearly 300 students (6.7% decline).
  • UMBC: Lost over 200 international students, a 23% decrease, mainly in graduate programs.
  • Frostburg State University: 15.2% decline.
  • Salisbury University: 11% decline.
  • St. Mary’s College of Maryland: 80% decline, but from a very small base (5 to 1 student).

Factors Behind the Drop

Experts point to immigration uncertainty and policy changes under the Trump administration as key reasons:

  • Travel bans and paused visa interviews.
  • Visa revocations and limited institutional support.
  • Proposed limitations on international students’ stay to four years instead of until program completion.

These measures have led prospective students to consider alternative destinations like Canada and the UK. 

Universities Seeing Growth

Despite the challenges, some Maryland universities saw an increase in international students:

  • Coppin State University: +25% (16 students)
  • University of Maryland Eastern Shore: +8.1%
  • Morgan State University: +9.2%
