New Zealand has unveiled a long-term strategy called the International Education Going for Growth Plan, aiming to attract 35,000 more international students by 2034, raising total enrolments from 83,700 (2024) to 119,000.

From November 3, 2025, Immigration New Zealand (INZ) will introduce major policy changes aimed at supporting international students:

  • Work hours increased from 20 to 25 hours/week for eligible student visa holders.

  • These changes apply only to visas granted on or after November 3. Current visa holders must reapply or request a variation (with fees) to benefit.
