What Happened?

The Welsh government has confirmed that it will NOT apply the UK government’s new international student fee levy.
This levy is a new charge that the UK government (England) plans to introduce in 2028.

What Is the Levy?

The levy is a £925 fee per international student that universities in England (not Wales) will have to pay if they enroll more than 220 international students.

The UK government says this money will help fund maintenance grants for domestic (UK) students.

Why Is Wales Not Implementing It?

During a visit to the University of South Wales, Wales’s Minister for Further and Higher Education, Vikki Howells, said:

  • Wales wants to remain open and welcoming for international students.
  • International students are important for Wales’s economy, diversity, and university culture.
  • Wales wants students from around the world to feel like they “belong”.

So, Wales will not bring this new charge into their system.

Why Is This Important?

This decision makes Wales more attractive for international students compared to England, because:

According to HESA (2023/24):

  • Total international students in Wales: 27,795
  • University of South Wales: 6,635
  • Cardiff University: 6,480
  • Swansea University: 4,780

Why England Universities Are Worried

When the levy starts in 2028:

  • Big universities in England will pay millions.
    • Example: UCL may have to pay £25 million+.
  • This could reduce the number of international students they can afford to admit.
